Jason Osborne, the NH Republican majority leader, and friends are on a road show with the message that Democrats support a state income tax.
Nothing could be further from the truth.
One sitting NH Legislator joined a group on the steps of the state house to support a proposal intended to spark debate over New Hampshire's school funding system. That was it. One legislator.
The proposal was designed to reduce property taxes for many lower- and middle-income residents.
It never became a bill, and it was never endorsed by the House Democratic Caucus or Democratic leadership.
Republicans also put forth a bill, CACR 12, to ensure that New Hampshire would never have an income tax.
If approved by 60% of both the House and Senate and then by two-thirds of voters at the November 2026 election, it would have permanently prohibited the Legislature from enacting a state personal income tax without first amending the Constitution.
Many legislators, including myself, voted against the measure for several reasons.
First, we have no crystal ball to tell us what will happen in the future. And I do not believe there are many members in the legislature who are proficient at tarot card reading. If New Hampshire were to face a natural disaster, significant loss of federal funding, or a severe recession, our state might need to make some hard decisions regarding taxation.
I don't think tax policy belongs in our Constitution. Future generations should be able to make those decisions for themselves.
